Doha Investment Sets a New Course for Qatar’s Domestic Portfolio

Qatar has launched Doha Investment, a new platform within the Qatar Investment Authority (QIA) that will manage and develop its domestic investment portfolio as the country looks to broaden private-sector participation and build the next generation of national companies.

The launch was announced by Sheikh Mohammed bin Abdulrahman bin Jassim Al Thani, Prime Minister and Minister of Foreign Affairs, at the Qatar Economic Forum’s UNGA Special Edition in New York on September 20. According to QIA, the platform will focus on strengthening established national champions, developing new businesses in priority non-hydrocarbon sectors and creating greater opportunities for private investment.

Doha Investment will oversee a portfolio of more than 40 companies with operations reaching more than 80 markets worldwide.

Among the established holdings are Qatar Airways Group, QNB Group, Ooredoo Group, Qatari Diar, Katara Hospitality and Hassad Food.

The portfolio spans financial services, transport and logistics, telecommunications and technology, real estate, hospitality, food and agriculture. QIA said more than 20 companies in the portfolio generated revenues of more than QAR 1 billion in 2025.

The new platform will also look beyond the established portfolio. Its mandate includes developing new national champions in areas such as advanced technologies, manufacturing, supply chains and healthcare. Qai, a national artificial intelligence platform, is among the initiatives identified as part of this wider focus.

Sheikh Faisal bin Thani bin Faisal Al Thani, Minister of Commerce and Industry, has been appointed Managing Director and Vice Chairman of Doha Investment. He will lead an investment approach centred on working with portfolio companies to identify opportunities for expansion, improve competitiveness and create additional value over the long term.

The model is intended to go beyond conventional portfolio management. Doha Investment plans to work alongside company management teams while partnering with domestic and international investors to combine capital, expertise and technology. The objective is to help established businesses expand while creating the conditions for new companies to scale.

The Ministry of Foreign Affairs said the platform builds on three decades of investment in infrastructure, institutions and companies. The next task, it said, is to make greater use of those foundations while giving the private sector a larger role in economic growth.

That ambition also extends to the capital markets. The government said Doha Investment is expected to support the growth of high-value companies, deepen domestic capital markets and strengthen the environment for international investors. The platform is also intended to contribute to high-skilled employment, more resilient local supply chains and the development of national talent.

The initiative forms part of the Third National Development Strategy, which places private enterprise at the centre of efforts to build a more diversified and sustainable economy. QIA describes Doha Investment as a vehicle for supporting existing portfolio companies as they evolve, while building new national champions capable of competing internationally.

The timing also gives the platform a wider role in the investment cycle. At the same forum, the Prime Minister outlined almost US$38.5 billion in new infrastructure projects planned over the next five years, alongside an expected US$22.5 billion of private investment in real estate and hospitality projects. Together, the opportunities represent more than US$60 billion in planned projects and investment over the period.

Doha Investment therefore arrives with a mandate that reaches beyond the management of existing state holdings. Its challenge will be to turn an established base of companies into a stronger platform for private capital, new businesses and international partnerships — and, in the process, give the domestic economy a broader set of engines for growth.
